The goals and values of economic development strategies vary according to the individual communities that employ them. While economic development strategies are aimed at increasing jobs, income, and community wealth, the issue of who gains and who loses from economic change is often overlooked. The industrial development strategies of the 1960s and 1970s are giving way to local initiatives based on services. Although local efforts may mean greater local control, the globalization of the economy has exposed formerly remote areas to (...) international competition. The challenge to communities will be to achieve a moderate, steady, and manageable pace of “good” growth. Each community will ultimately need to develop a strategy for economic growth that matches community desires with community resources. (shrink)

The current financial stress in the countryside and the future of the family farm are likely to be major issues in the formulation of the 1990 Farm Bill. Medium-sized commercial family farms may be especially targeted for support. These farms are the basis of rural economies and settlement patterns in many parts of nonmetropolitan America.Two possible changes in farm policy are debt restructuring and the decoupling of farm payments from commodity production. Many medium-sized family farms continue to face substantial debt (...) problems, but most of these farms could be viable with some debt restructuring. Ccmmodity programs have become extremely expensive and encourage overproduction and the consolidation of farming resources into ever larger units. Federal farm programs may become based on need, with a sensitivity to differences in regional farming systems. Such a policy could support medium-sized family farms, slow the growth in superfarms, reduce surpluses, and reduce the overall cost of farm programs. (shrink)

We study human performance in two classical NP‐hard optimization problems: Set Cover and Maximum Coverage. We suggest that Set Cover and Max Coverage are related to means selection problems that arise in human problem‐solving and in pursuing multiple goals: The relationship between goals and means is expressed as a bipartite graph where edges between means and goals indicate which means can be used to achieve which goals. While these problems are believed to be computationally intractable in general, they become more (...) tractable when the structure of the network resembles a tree. Thus, our main prediction is that people should perform better with goal systems that are more tree‐like. We report three behavioral experiments which confirm this prediction. Our results suggest that combinatorial parameters that are instrumental to algorithm design can also be useful for understanding when and why people struggle to choose between multiple means to achieve multiple goals. Sinking organic particles transfer ∼10 gigatonnes of carbon into the deep ocean each year, keeping the atmospheric CO2 concentration significantly lower than would otherwise be the case. The exact size of this effect is strongly influenced by biological activity in the ocean's twilight zone (∼50–1,000 m beneath the surface). Recent work suggests that the resident zooplankton fragment, rather than ingest, the majority of encountered organic particles, thereby stimulating bacterial proliferation and the deep‐ocean microbial food web. Here we speculate that this (...) apparently counterintuitive behaviour is an example of ‘microbial gardening’, a strategy that exploits the enzymatic and biosynthetic capabilities of microorganisms to facilitate the ‘gardener's’ access to a suite of otherwise unavailable compounds that are essential for metazoan life. We demonstrate the potential gains that zooplankton stand to make from microbial gardening using a simple steady state model, and we suggest avenues for future research. (shrink)

Studies of learning in marine invertebrates have yielded new information, implicating protein kinase C and calmodulin‐dependent protein kinase as critical components in pathways for learning and memory that are shared with higher vertebrates. Recent advances correlating in vitro biochemical and biophysical measurements with in vivo learning have begun to elaborate the roles in memory storage for these two kinases, their substrates, and signaling proteins such as calexcitin and calmodulin. Other studies have implicated transcription factors associated with kinases such as the (...) cyclic AMP response element binding protein (CREB). These experiments have resulted in a greater understanding of the role of second messengers, principally calcium and cyclic AMP (cAMP), as vehicles for transforming memory‐specific effects occurring at the membrane into permanent DNA‐mediated cellular and structural changes. Fifty papers have been selected from the thirteen conferences and each of them is described in a short subsection individually written by one of the 24 authors. These subsections attempt to place the paper discussed in the context of the development of AI and Law, while often offering some personal reactions and reflections. Ross Wolin's The Rhetorical Imagination of Kenneth Burke offers its readers an interesting mix of intellectual history and conceptual explication, along with an element of biography, which Wolin (...) performs in an effort to trace the movements of Burke's thought as it developed over time within particular socio-political circumstances. The book is divided into three parts, each corresponding to Wolin's three-part division of Burke's intellectual [End Page 172] career. Part I, "Towards a Better Life through Art, Criticism and Politics," begins with a chapter on Burke's formation as a critic in the bohemian, avant-garde culture of post-World War I Greenwich Village. Wolin offers an account of how the dynamics of this social milieu prompted Burke to incorporate politics into his already established aesthetic interests, and of this fusion's manifestation in left-leaning periodicals of the time. While some might be tempted to see this first chapter as having limited value in comparison to Jack Selzer's richly detailed Kenneth Burke in Greenwich Village : Conversing with the Moderns, 1915-1931, it should be noted that Wolin does a fine job of helping his readers—in chapter one and those which follow—to understand explicitly how specific contexts shaped Burke's ideas and his rhetoric (something that Selzer's book does not do). Wolin is particularly adept at showing how, for Burke, there is an inextricable link between aesthetics, rhetoric, politics, and social life in general. This aesthetic-rhetorical connection to politics and life, argues Wolin, is key to understanding all of Burke's work. According to Wolin, equally important is how this connection informed the essays that comprised Burke's Counter-Statement, which Wolin sees as the seed from which all of Burke's theoretical and critical writings grew. For Wolin, to understand Burke one must understand Counter-Statement, and understand it within the historical circumstances that prompted and shaped its concepts and their rhetorical presentation.Chapter two is thus devoted to a discussion of the significance of Counter-Statement within Burke's oeuvre. It is in Counter-Statement, Wolin contends, that one can discern not only the fundaments of Burke's later work but also the "Critics Credo" that organized Burke's rhetorical efforts from Permanence and Change to The Rhetoric of Religion. Wolin's attempt to demonstrate the operation of this credo in all of Burke's books as an organizing principle pushes the limits of credulity at times, but readers should not let this obscure the insight Wolin offers us into Burke's responses to and interventions in early twentieth-century intellectual culture. Chapters three, four, and five comprise Part II of Wolin's book, "The Tactics of Conflict and Cooperation," which discusses in succession the three books that followed Counter-Statement chronologically: Permanence and Change, Attitudes Towards History, and The Philosophy of Literary Form. In these chapters, Wolin makes numerous interesting and novel points about Burke's thought. In the chapter on Permanence and Change, for example, Wolin highlights the conception of ethics implicit in that work, one that has its roots in poetics (particularly tragedy) and which refuses "to supplant traditional [End Page 173] ethics with another system [that is] equally fixed" (77). Although he does not state this, implicit in Wolin's reading is the suggestion that within Burke's work lies an alternative to the neo-Aristotelian virtue ethics and Habermasian universal pragmatics so many rhetorical scholars seem to embrace when theorizing a rhetorical ethics. (A "dramatistic" ethics of discourse and public life is, I think, an untapped potential of Burke's work.) Part III, "The Tactics of Motivation," offers similarly insightful and contextualized readings of A Grammar of Motives, A Rhetoric of Motives, The Rhetoric of Religion, and Language as Symbolic Action. SmithAll too well versed in the commonness of what is multiple and entangled, we are no longer capable of experiencing the strangeness that carries with it all that is simple.—Martin Heidegger, Aristotle's Metaphysics θ 1-3IntroductionIn Norms of Rhetorical Culture Thomas Farrell returns to the thought of Aristotle to develop a contemporary conception of rhetoric as a mode of practical philosophy, one (...) that foregrounds the importance of phronesis. Returning to Aristotle's work to forge contemporary conceptions of rhetoric as practical philosophy is nothing new. What is novel about Farrell's approach, however, are his thoughts on Aristotle's conception of "phainomena," or appearances. "Appearances," Farrell states, "come to us as configurations, as ensembles of objects, habitats, paths, tools, tasks, icons, and more or less recognizable characters that engage and reassure us with their... familiarity" (1993, 27). Phainomena and their stability, therefore, constitute the milieux of human life. But coupled with the stability of phainomena that lends continuity and predictability to our lives is their dynamic element of mutability, contingency, and unpredictability. Therefore phainomena can also be "ambiguous or even equivocal and incomplete," according to Farrell (27). This stable-mutable aspect of phainomena, and thus human life itself, demands that we have ways of inhabiting and responding to the worlds these phainomena constitute.Farrell cites a comment by Merleau-Ponty on Cezanne as an "apt characterization" of Aristotle's thought: Cezanne, writes Merleau-Ponty, "did not want to separate the stable things which we see and the shifting way in which they appear..." (quoted in Farrell, 27). For Farrell, Merleau-Ponty's observation concisely expresses a fundamental aspect of Aristotle's [End Page 77] thought, namely, a focus on the relation between the being of things and their dynamic modes of appearing, which are distinct but inextricably connected. Aristotle's conception of phainomena, Farrell's work suggests, offers possibilities for thinking about rhetoric as practical philosophy, a rhetoric that would be "an art of real life" (274), one that, because of the stability-contingency of real life, features the concept of phronesis.It is interesting to note that the issue of being-appearing that Farrell attributes to Aristotle sounds like a problematic of twentieth-century European phenomenology. Given Merleau-Ponty's status as one of the preeminent phenomenologists of the twentieth century, it is surprising that Farrell makes no mention of Merleau-Ponty's—or phenomenology's—interest in the dynamics of phainomena; nor does he make any explicit connections between Aristotle, rhetoric, and phenomenology. In fact, Farrell's thoughts on the connections between rhetoric and the being-appearing of phainomena are virtually eclipsed in his book when he turns to Jürgen Habermas. Farrell claims "that Habermas's project on discourse ethics, together with his practical placement of the public sphere, offers a basis for synthesizing the normative component of practical wisdom and a rhetoric goaded by emancipatory reason" (188). Farrell's interest in theorizing the enactment of "emancipatory reason" in the public sphere, through norm-governed rhetorical practices (of argumentation, deliberation, and so forth), takes precedence over theorizing the rhetoric-phainomena connection (or at the very least, does not facilitate a phenomenological consideration of rhetorical cultures and norms). This is not a criticism of Farrell, but rather the citing of an absence that opens a possibility. More specifically, because Farrell does not see, or perhaps is not interested in, the connection between his understanding of Aristotle and the problematic of phenomenology, he is not prompted to explore the possibilities that lie in bringing rhetorical studies into an encounter with phenomenology. Furthermore, given the connection Farrell makes between Aristotle and phainomena, Farrell's work suggests that it might be interesting to see what possibilities for rhetoric might exist in readings of Aristotle by phenomenologists.This essay will attempt to look into possibilities unexamined by Farrell. My aim in assuming this task, however, is not to theorize and facilitate the enactment of "emancipatory reason" in the public sphere through discourse governed by normative standards or ideals. We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. Prolonging working hours and presenteeism have been conceptualized as self-endangering coping behaviors in employees, which are related to health impairment. Drawing upon the self-regulation of behavior model, the goal achievement process, and Warr's vitamin model, we examined the antecedents and moderation effects regarding quantitative demands, autonomy, emotion regulation, and self-motivation competence of university students' self-endangering coping behaviors. Results from a cross-sectional survey of 3,546 German university students indicate that quantitative demands are positively related and autonomy has a u-shape connection with (...) self-endangering coping. Emotion regulation was shown to be a protective factor for prolonging working hours. Moreover, self-motivation moderated the relationship between quantitative demands and prolonging of working hours, but not in the assumed direction. Self-motivation showed a systematic positive relationship with prolonging of working hours, but no relationship with presenteeism. Autonomy moderated the relationship of quantitative demands with both self-endangering behaviors. We found no moderating effects for emotion regulation of quantitative demands or autonomy and self-endangering behaviors. Besides further practical implications, the results suggest that lecturers should design their courses accordingly with less time pressure and university students should be trained in the use of autonomy. 1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

In 1683 Francis Daniel Pastorius became the founder of Germantown, Pennsylvania, the first German settlement in colonial North America. He and several prominent German Pietists in Frankfurt originally wanted to follow in William Penn’s wake by setting up a "godly community" in America. Although it is generally recognized that the works of Jan Amos Comenius, Jacob Böhme and Johann Valentin Andreae influenced the Frankfurt Pietists, very little has been done on addressing how much impact Rosicrucianism and Behmenism had on Pastorius’s (...) late Renaissance hopes of utopian renewal and eschatological fears. Through an examination of Pastorius’s commonplace book the Beehive, this paper contends that the Rosicrucian and Behmenist influences on Pastorius were critical in motivating his colonizing efforts and elucidate his perspectives dealing with alchemy, astrology, and his relationship with Swedish settlers that he encountered. © FILOSOFIA, 2014. In Volume Two of Ernest Fortin: Collected Essays, Fortin deals with the relationship between religion and civil society in a Christian context: that of an essentially nonpolitical but by no means entirely otherwordly religion, many of whose teachings were thought to be fundamentally at odds with the duties of citizenship. Sections focus upon Augustine and Aquinas, on Christianity and politics; natural law, natural rights, and social justice; and Leo Strauss and the revival of classical political philosophy. Fortin's treatment of these (...) and related themes betrays a keen awareness of one of the significant intellectual events of our time: the recovery of political philosophy as a legitimate academic discipline. L’article s’emploie à comparer la doctrine de l’Incarnation dans les trois grandes œuvres spéculatives de saint Thomas : Scriptum super Sententiis, Summa contra Gentiles, Summa theologiae. Il examine d’abord le plan suivi dans les trois ouvrages pour traiter ce thème ; puis la façon dont saint Thomas remédie à deux lacunes de la christologie du Lombard (convenances de l’Incarnation, mystères de la vie du Christ) ; ensuite, les deux opinions christologiques du Lombard rejetées par les docteurs parisiens et (...) concernant, l’une, l’âme séparée du corps et, l’autre, la question de savoir si, durant le triduum mortis, le Christ était un homme ; enfin, dix-sept des articuli in quibus. Malgré son caractère pointilliste, cette recherche permet d’explorer les aspects essentiels de la christologie de saint Thomas, de souligner les progrès de sa pensée et aussi de relever quelques positions problématiques de son enseignement. The article is about a course of dialectic in Latin language that Pierre Prevost (1751-1839) had prepared for the use of the students of the Académie de Genève. This document testifies to the reception of the Scottish philosophy, especially of Reid, by Prevost. On the model of the Logique de Port-Royal the course is articulated in a part on the art of exposing truths already reached (the dialectic properly speaking: ideas, judgements, reasoning) and in a part on the discovery of (...) new truths (the logic: truth, error and method). It is especially in this second part, under the rubrics of truth and error, that Reid’s influence is to be found: the criterion of truth is common sense, which bases certainty and recognizes the evidence; errors stem from the limits of common sense. Thomas Schelling has described how each of us is made up of conflicting impulses. The art of managing these impulses Schelling dubs ?egonomics?. The idea of egonomic calamity underlies paternalism (or, breaking convention, what I call ?parentalism'). The paper argues for laissez?faire in matters egonomic. The rationalizations I give for this libertarian sentiment are old ones, such as accentuating the dignity of the individual and letting the individual learn from example and from his own experience. RÉSUMÉ: Je maintiens dans cet essai que l'argument développé par Thomas Hurka sur la base de son perfectionnisme aristotélicien en faveur d'une forme modérée de perfectionnisme d'État échoue. Je tente de démontrer que son perfectionnisme sousdétermine les types d'activités que l'État aurait à promouvoir afin de réaliser les valeurs perfectionnistes qu'il défend. Je soutiens également que Hurka opère avec une conception caricaturale de la doctrine de la neutralité libérale. Selon lui, l'État libéral serait réduit à l'inaction par cette notion. (...) Je démontre que l'État libéral peut promouvoir les biens et les activités qui font partie d'une «conception libérale du bien» tout en respectant l'exigence de neutralité. Ces biens et ces activités sont ceux que recoupent déjà les conceptions raisonnables de la vie bonne, ainsi que ceux qui sont présupposés, que cela soit pour des raisons empiriques ou conceptuelles, par de telles conceptions raisonnables. For as long as humans have pondered philosophical issues, they have contemplated the good life. Yet most suggestions about how to live a good life rest on assumptions about what the good life actually is. Thomas Carson here confronts that question from a fresh perspective. Surveying the history of philosophy, he addresses first-order questions about what is good and bad as well as metaethical questions concerning value judgments. This paper addresses the following three claims that Frankfurt makes about the concept of bullshit:1. Bullshit requires the intention to deceive others.2. Bullshit does not constitute lying.3. The essence of bullshit is lack of concern with the truth of what one says.I offer counterexamples to all three claims. By way of defending my counterexamples, I examine Cohen’s distinction between bullshiting and bullshit and argue that my examples are indeed cases of bullshiting that Frankfurt’s analysis is intended to cover. My examples (...) of bullshitters who are very concerned to say only things that are true show that Frankfurt is mistaken in claiming that the “essence” of bullshit is lack of concern with the truth of what one says. My interest in the issues considered here arose out of my great frustration in trying to attack the all-pervasive relativism of my students in introductory ethics courses at Virginia Polytechnic Institute and State University. I am grateful to my students for forcing me to take moral relativism and skepticism seriously and for compelling me to argue for my own dogmatically maintained version of moral objectivism. The result is before the reader. The conclusions reached here (which can be described either as (...) a minimal objectivism or as a moderate verson of relativism) are considerably weaker than those that I had expected and would have liked to have defended. I have arrived at these views kicking and screaming and have resisted them to the best of my ability. The arguments of this book are directed at those who deny that moral judgments can ever be correct (in any sense that is opposed to mistaken) and who also deny that we are ever rationally com pelled to accept one moral judgment as opposed to another. I have sought to take their views seriously and to fight them on their own grounds without making use of any assumptions that they would be unwilling to grant. My conclusion is that, while it is possible to refute the kind of extreme irrationalism that one often encounters, it is impossible to defend the kind of objectivist meta-ethical views that most of us want to hold, without begging the question against the non-objectivist.
